    Med taktproblem menas den skillnad som finns mellan snabb teknikutveckling och reglering som ofta tar längre tid. I rapporten ”Hur arbetar EU med att reglera ny teknik och samtidigt ha fokus på grön omställning?” ges en övergripande bild av de gemensamma ambitionerna för arbetet inom EU.

    Det finns idag en ökad medvetenhet om taktproblemet och EU arbetar systematiskt för att underlätta för grön teknik.

    – Det finns fler initiativ på EU-nivå för att öka takten. Utvecklingen går snabbt, men det är ännu oklart om regelverken tillämpas tillräckligt effektivt för att gå i takt med EU:s klimat- och hållbarhetsmål, säger Eva Alfredsson, analytiker vid Tillväxtanalys.

    Omvärldsanalysen visar att det inom EU finns ett ökat intresse för att pröva ny teknik, till exempel nya regelverk för industriutsläpp. Företag som vill använda banbrytande teknik kan få längre tid på sig att uppfylla vissa villkor, och ett särskilt innovationscentrum ska inrättas för att ge stöd.

    What importance does time horizon have? German policy initiatives have often been in place for a long time, which according to experts has contributed to their good results. The Eco World Styria cluster in Austria has developed its activities during ten years.

    How can policy measures be designed to meet the needs of companies? For example, an extensive survey in the German state of North Rhine-Westphalia shows the importance of networks. Half of the companies would like to participate in cluster activities. In Austria, the WIFO research institute has moved further, from surveys towards deeper analysis of environmental technology companies, including obstacles on foreign markets.

    Can demonstration programs help small innovative companies to reach commercial markets, and in that case, how should such programs be designed? Germany has a national program for environmental technology innovation dating back to , and also supports pilot projects in other countries.
